		<description>A Sunday newspaper said the council&#039;s legal department advised that the child didn&#039;t need to be taken into care just nine days before he died.

It claims that at a meeting of council officials on July 25 last year, a lawyer advised social workers that the evidence that Baby P was being abused was not strong enough to warrant removing the child from his mother.

The blond, blue-eyed toddler died in a blood-spattered cot on August 3, having suffered more than 50 injuries despite 60 visits from the authorities over eight months.

Asked why it was not deemed appropriate to take the toddler into care, Haringey&#039;s head of legal services John Suddaby said: &quot;That&#039;s obviously an area of concern and is one of the things that will be looked at.&quot;

An urgent inquiry is currently under way into child welfare services in the north London borough.

Ministers and inspectors have faced further questions over whether they could have prevented the 17-month-old losing his life.

His mother&#039;s 32-year-old boyfriend and another man, Jason Owen, 36, were convicted at the Old Bailey last week of causing or allowing his death.

The child&#039;s 27-year-old mother had already pleaded guilty to the same charge, which carries a maximum 14-year jail term.

All three have been warned they will receive lengthy jail terms when they are sentenced next month.

Research has also indicated that more than 80% of youngsters killed or seriously injured as a result of abuse or neglect are missed by the national child protection register.

( why would the c.p.s visit so often then claim there was no reason to remove him from the home) they do what they do to children because no one is looking after them.. thats why they get away with it. what kind of society creates grown men who beat up a baby?</description>
