PORTLAND, Ore. — The black military helicopters that had many Portlanders looking skyward with concern returned to the city Wednesday.
U.S. military Special Forces units held a training exercise Wednesday night in the Jantzen Beach area.
On Monday, the low-flying helicopters buzzed around downtown Portland, leading many Portland residents to worry there was an emergency.

However, the city had previously given the U.S. Navy permission for helicopters to train over Portland this week. The exercises are part of routine training performed by the Department of Defense in large cities across the country.
During Monday’s exercise, dozens of people frightened by the low-flying helicopters called police, who later asked the Department of Defense to move the training out of the downtown area.
Nearly 200 people are involved in the realistic urban warfare training, according to the Department of Defense.
After Wednesday night’s exercise at an abandoned hotel in Jantzen Beach, the Department of Defense takes its on-going training mission to the Salem area Thursday.
Officials haven’t specified where exactly or when they will conduct the training.
