The steely hearted “Angel of Death”, whose mission was to create a master race fit for the Third Reich, was the resident medic at Auschwitz from May 1943 until his flight in the face of the Red Army advance in January 1945.

His task was to carry out experiments to discover by what method of genetic quirk twins were produced – and then to artificially increase the Aryan birthrate for his master, Adolf Hitler.

Now, a historian claims, Mengele’s notorious experiments may have borne fruit.

For years scientists have failed to discover why as many as one in five pregnancies in a small Brazilian town have resulted in twins – most of them blond haired and blue eyed.

But residents of Candido Godoi now claim that Mengele made repeated visits there in the early 1960s, posing at first as a vet but then offering medical treatment to the women of the town.

Shuttling between Argentina, Paraguay and Brazil, he managed to evade justice before his death in 1979, but his dreams of a Nazi master race appeared unfulfilled.

In a new book, Mengele: the Angel of Death in South America, the Argentine historian Jorge Camarasa, a specialist in the post-war Nazi flight to South America, has painstakingly pieced together the Nazi doctor’s mysterious later years.

After speaking to the townspeople of Candido Godoi, he is convinced that Mengele continued his genetic experiments with twins – with startling results.

He reveals how, after working with cattle farmers in Argentina to increase their stock, Mengele fled the country after fellow Nazi, Adolf Eichmann, was kidnapped by Israeli agents.

He claims that Mengele found refuge in the German enclave of Colonias Unidas, Paraguay, and from there, in 1963, began to make regular trips to another predominantly German community just over the border in Brazil – the farming community of Candido Godoi.

And, Mr Camaras claims, it was here that soon after the birthrate of twins began to spiral.

“I think Candido Godoi may have been Mengele’s laboratory, where he finally managed to fulfil his dreams of creating a master race of blond haired, blue eyed Aryans,” he said.

“There is testimony that he attended women, followed their pregnancies, treated them with new types of drugs and preparations, that he talked of artificial insemination in human beings, and that he continued working with animals, proclaiming that he was capable of getting cows to produce male twins.”

The urbane German who arrived in Candido Godoi was remembered with fondness by many of the townspeople.

“He told us he was a vet,” said Aloisi Finkler, a local farmer interviewed by Mr Camarasa. “He asked about illnesses we had among our animals, and told us not to worry, he could cure them. He appeared a cultured and dignified man.”

Another farmer, Leonardo Boufler, said: “He went from farm to farm checking the animals. He checked them for TB, and injected those that were infected. He said he could carry out artificial insemination of cows and humans, which we thought impossible as in those days it was unheard of.”

But the Nazi eugenicist did not concentrate on animals alone.

A former mayor and town doctor, Anencia Flores da Silva, set out to try to solve the town’s mystery. He interviewed hundreds of people, and discovered one character who crept on cropping up: an itinerant medic calling himself Rudolph Weiss.

Dr da Silva said: “In the testimonies we collected we came across women who were treated by him, he appeared to be some sort of rural medic who went from house to house. He attended women who had varicose veins and gave them a potion which he carried in a bottle, or tablets which he brought with him. Sometimes he carried out dental work, and everyone remembers he used to take blood.”

The people of Candido Godoi now largely accept that a Nazi war criminal was an inadvertent guest of theirs for several years in the early 1960s. The town’s official crest shows two identical profiles and a road sign welcomes visitors to a “Farming Community and Land of the Twins”. There is also a museum, the House of the Twins.

While the twins birthrate varies widely in different countries, it is typically about one in 80 pregnancies – a statistic that has left Mr Camarasa certain in his claim that Mengele was successfully pursuing his dreams of creating a master race, a real-life Boys from Brazil.

“Nobody knows for sure exactly what date Mengele arrived in Candido Godoi, but the first twins were born in 1963, the year in which we first hear reports of his presence,” he said.

A secret video showing Prince Harry making racist remarks and mocking his grandmother has been discovered.

The prince, who is third in line to the throne, made the comments in footage shot while training as an officer at the Sandhurst military academy in 2006, a year after being forced to make a public apology for wearing a Nazi swastika at a fancy dress party.

In the film, the 24-year-old prince calls an officer from the Pakistani army, who was on the course with him, “our little Paki friend” and, when he sees another officer cadet wearing a camouflage veil, exclaims: “Fuck me, you look like a raghead.” He also mocks the Queen – the commander-in-chief of the British army – during a pretend mobile phone call.

Last night, St James’s Palace issued an apology for Harry’s behaviour in the film, obtained by the News of the World. A Ministry of Defence spokesman said last night: “This sort of language is not acceptable in a modern army.”

The Equality and Human Rights Commission has demanded a formal inquiry into Harry’s behaviour, and Muslim groups and leading MPs have warned the comments could increase tensions with Islamic groups in the UK.

The film will infuriate army chiefs, who are actively trying to recruit Muslims as intelligence officers and translators for the campaigns in Iraq and Afghanistan. Staff officers have insisted the Army’s policy must be “zero tolerance to all forms of discrimination”. But the casual use of racist terms by Harry, who was promoted to lieutenant last year, appears to add weight to recent claims by a Jamaican-born soldier that he faced regular racist abuse from non-commissioned and senior officers.

In September, three army instructors were suspended after an undercover BBC investigation into the Infantry Training Centre at Catterick, in Yorkshire. During the programme, one recruit was secretly filmed yelling “Paki” as he plunged his bayonet into a target dummy.

The video begins as the prince joins other cadets gathering at an airport for their flight to Cyprus. Harry is behind the camcorder, panning over snoozing soldiers when he zooms in on the face of a Pakistani soldier. “Ah, our little Paki friend … Ahmed,” he whispers.

The second remark comes after arriving in Cyprus. Harry is again filming his comrades when one puts what appears to be some camouflage over his head. Harry says: “It’s Dan the Man … Fuck me, you look like a raghead.”

Later, Harry is filmed pretending to finish a call to the Queen. “I’ve got to go, got to go. Send my love to the corgis. Send my love to the corgis and Grandpa. God Save You… yeah, that’s great.”

In another piece of footage, Harry gives orders to his comrades on an upcoming exercise. When he asks if there are any questions, one says: “Are your pubes ginger too?” Harry replies: “Yes, they are,” to laughter from the rest.

Later Harry, again wielding the camera, asks another member of the squad to talk through the exercise they have just done. He asks for “your ups and downs in the exercise. Highs and lows … Good points, bad points.” Off camera, he adds: “How do you feel? Gay? Queer on the side?”

Oakland shooting fuels anger over police brutality

OAKLAND, Calif. – The videotaped killing of an unarmed black man by a transit police officer here has inflamed long-running tensions between police and many African-American residents.

Public outrage at the New Year’s Day slaying of 22-year-old Oscar Grant intensified as grainy footage of the shooting played repeatedly on television and the Internet, while the officer remained free and not charged with any crime.

Dozens of black community leaders and residents berated Bay Area Rapid Transit officials for hours at a meeting Thursday, the morning after demonstrators torched cars, smashed store windows and threw bottles at officers in downtown Oakland.

More than 100 people were arrested and about 300 businesses were damaged Wednesday. Three of the people arrested during the violence were arraigned Friday on various charges, including vandalism, arson and firearm possession.

To many, Grant’s death is the latest in a series of incidents — from a deadly shootout with the Black Panthers in the 1960s to the fatal shooting of another armed man in July — that have fueled mistrust of the police.

“Oakland, unfortunately, has had a history of treating the African-American community unfairly,” said George Holland Sr., an attorney who heads the Oakland chapter of the National Association for the Advancement of Colored People. “The community has a great distrust for police officers because they feel they can’t be punished.”

Harry Williams, an Oakland minister, viewed Wednesday’s violent street protest in the context of that perceived injustice.

“People are just fed up, and Oscar Grant is the match that lit up the dynamite,” he said. Many residents perceive the police as “keepers of the gate instead of servants of the people,” he added.

Grant was the first person killed by BART police since 2001 when a 42-year-old man was shot at a station in the nearby city of Hayward, said spokesman Jim Allison.

Despite criticisms from some black leaders, Oakland Police Department spokesman Jeff Thomason said the department reaches out to the community to work cooperatively to fight crime.

Thomason defended the 826-member agency’s use of force, saying that fewer than one percent of contacts between officers and suspects result in shootings by police. There were 10 last year, including six fatalities, he said. No officers involved in shootings since 2004 were charged with crimes, and so far none have been fired.

“Officers are not going out there trying to gun down people,” he said.

Grant, a supermarket butcher with a 4-year-old daughter, was one of several men detained by BART police responding to reports of fighting on a train full of passengers returning from New Year’s Eve celebrations.

Amateur video by several onlookers shows Grant being pushed to the subway platform before an officer fired into his back, killing him.

Grant’s family and community leaders have called for the prosecution of the officer, 27-year-old Johannes Mehserle. The Alameda County District Attorney’s office is investigating, as are the Oakland Police Department and BART.

Mehserle resigned from the agency Wednesday but remains free pending the investigation.

Friction between law enforcement and Oakland’s black community has persisted for decades. In 1968, Black Panther Bobby Hutton, 17, was killed by police during a shoot-out. More than 2,000 people attended his funeral.

Public confidence in the Oakland police was further undermined by a corruption case involving several officers known as the Riders who were accused in 2000 of planting evidence and assaulting drug suspects. The officers were fired but were eventually acquitted in two separate criminal trials. A judge ordered the department to implement reforms, and Oakland paid $11 million to 119 people who claimed they were abused.

Sociologist Benjamin Bowser of California State University, East Bay said a confluence of factors — high unemployment, cutbacks in social services and a police force operating in a high-risk atmosphere — contributed to the anger after Grant’s slaying.

Before Grant was killed, many black residents already were outraged by the fatal police shooting of Mack “Jody” Woodfox, 27, after a car chase in July.

Authorities say Officer Hector Jimenez fired his weapon because he believed Woodfox, who is black, was reaching for a gun, but no gun was found. Jimenez is on administrative leave pending an internal investigation.

“There is a sense of frustration that the system is not responsive,” said attorney John Burris, who is representing Woodfox’s family and has filed a $25 million claim on behalf of Grant’s family. “There is a sense among African-American youth that police accused of misconduct against them are not held accountable.”

Discrimination against white males will soon be encouraged

DISCRIMINATION against dominant white males will soon be encouraged in a bid to boost the status of women, the disabled and cultural and religious minorities.

Such positive discrimination — treating people differently in order to obtain equality for marginalised groups – is set to be legalised under planned changes to the Equal Opportunity Act foreshadowed last week by state Attorney-General Rob Hulls.

The laws are also expected to protect the rights of people with criminal records to get a job, as long as their past misdeeds are irrelevant to work being sought.

Equal Opportunity Commission CEO Dr Helen Szoke said males had “been the big success story in business and goods and services”.

“Clearly, they will have their position changed because they will be competing in a different way with these people who have been traditionally marginalised,” she said.

“Let’s open it up so everyone can have a fair go.”

Victoria’s peak business body expressed concern yesterday about the need for the proposed laws, and questioned if they would undermine the right of companies to make legitimate business decisions.

At present, individuals or bodies wanting to single out any race or gender for special treatment must gain an exemption from VCAT.

Companies and public bodies accused of discrimination can only be held to account after a complaint has been made.

But the proposed changes go much further, allowing the commission to inquire into discrimination, seize documents and search and enter premises after attempts to bring about change have failed.

Businesses and individuals would be required to change their ways even if a complaint had not been received.

Action could be taken where an unlawful act was “likely to occur”, not just in cases where discrimination has taken place.

The commission would also have real teeth to enforce its rulings via VCAT and, as a last resort, in the courts.

The changes, shown in a Department of Justice report by former public advocate Julian Gardner, would also:

EDUCATE people so they know their rights.

GIVE more protection to people with disabilities, requiring companies and public entities to reasonably accommodate their needs.

GRANT the homeless and people who act as volunteers better protection from discrimination.

Victorian Employers’ Chamber of Commerce and Industry workplace general manager David Gregory said business supported the objectives of equal opportunity legislation.

“But I am concerned and curious about whether these changes mean the commission can second-guess the legitimate business decisions of individual businesses,” he said.

The first raft of changes to the Equal Opportunity Act were introduced into Parliament last week.

French leaders accused of complicity in Rwanda genocide

Rwanda said top French politicians should “answer for their actions” as it named them in a report accusing France of arming and advising extremists in the 1994 genocide.

The two-year investigation said France helped the extremists who carried out the genocide and even took part in some of the killings.

It named François Mitterand, France’s late former president, and former prime minister Dominique de Villepin among 33 military and political leaders.

In 100 days 14 years ago, more than 800,000 of Rwanda’s minority Tutsi tribe and moderates from the majority Hutus were killed.

A French force sent to establish a “humanitarian safe zone” once the genocide had started directly took part in killing and raping Tutsis, the report alleged.

“French soldiers themselves directly were involved in assassinations of Tutsis and Hutus accused of hiding Tutsis,” it said.

“French soldiers committed many rapes, forced sexual intercourse specifically with surviving Tutsi women. They clearly requested Interahamwe [Hutu militia] … to kill Tutsis,” the special commission report said.

“They also clearly requested to have Tutsi who had infiltrated in displaced population camps brought to them and have Interahamwe kill at least some of them. They let Interahamwe kill Tutsis under their eyes.”

A spokesman for the French foreign ministry refused to comment, but the release of the report follows years of souring relations between Paris and Kigali, Rwanda’s capital.

“We have not yet read the report which has not been sent to us by the Rwandan government. We are therefore not in a position to react,” a spokesman said.

In 2006, a French judge accused President Kagame and nine of his closest officials of being responsible for starting the genocide.

In return, Rwanda expelled the French ambassador, closed French schools and intensified its efforts to join the Commonwealth.

The report states that France knew that the genocide was likely to take place but failed to act. French military advisers worked closely with the Rwandan government in the years leading up to 1994.

Those advisors helped draw up battle plans and military strategy for the Rwandan armed forces, including elite units which are accused of being among the first to start the killings, the report said.

The French suggested a program to arm civilians to protect against opposition rebels, and then went on to train volunteers. These militia formed the core of the later genocidal infrastructure.

Training and funding was also given to a department of Rwanda’s national intelligence services on how to establish a computerised database of people’s tribes, which was later used to draw up a “kill list” of Tutsis.

Once the genocide had started, on April 6, 1994, France sent arms to support the genocidal government, according to the report, which heard from 120 witnesses since it was set up by President Kagame in 2006.

On five occasions during May 1994, an unmarked Boeing 707 landed at the airport in the then Zairean town of Goma, which lies on the border with Rwanda.

Each time, up to 18 tonnes of weapons believed to be from Eastern Europe were unloaded and driven into Rwanda, witnesses told investigators.

One senior Rwandan official spent 27 days in Paris as the genocide was taking place, to “accelerate” six arms deliveries worth more than £2.5 million.

“Considering the gravity of the alleged facts, the Rwandan government enjoins competent authorities to undertake all necessary actions in order to bring the French political and military accused leaders to answer for their acts before Rwandan justice,” the report concludes.

China taking over Africa in accord with old eugenics plan

On June 5, 1873, in a letter to The Times, Sir Francis Galton, the cousin of Charles Darwin and a distinguished African explorer in his own right, outlined a daring (if by today’s standards utterly offensive) new method to ‘tame’ and colonise what was then known as the Dark Continent.

‘My proposal is to make the encouragement of Chinese settlements of Africa a part of our national policy, in the belief that the Chinese immigrants would not only maintain their position, but that they would multiply and their descendants supplant the inferior Negro race,’ wrote Galton.

‘I should expect that the African seaboard, now sparsely occupied by lazy, palavering savages, might in a few years be tenanted by industrious, order-loving Chinese, living either as a semidetached dependency of China, or else in perfect freedom under their own law.’

Despite an outcry in Parliament and heated debate in the august salons of the Royal Geographic Society, Galton insisted that ‘the history of the world tells the tale of the continual displacement of populations, each by a worthier successor, and humanity gains thereby’.

A controversial figure, Galton was also the pioneer of eugenics, the theory that was used by Hitler to try to fulfil his mad dreams of a German Master Race.

Eventually, Galton’s grand resettlement plans fizzled out because there were much more exciting things going on in Africa.

But that was more than 100 years ago, and with legendary explorers such as Livingstone, Speke and Burton still battling to find the source of the Nile – and new discoveries of exotic species of birds and animals featuring regularly on newspaper front pages – vast swathes of the continent had not even been ‘discovered’.

Yet Sir Francis Galton, it now appears, was ahead of his time. His vision is coming true – if not in the way he imagined. An astonishing invasion of Africa is now under way.

In the greatest movement of people the world has ever seen, China is secretly working to turn the entire continent into a new colony.

Reminiscent of the West’s imperial push in the 18th and 19th centuries – but on a much more dramatic, determined scale – China’s rulers believe Africa can become a ’satellite’ state, solving its own problems of over-population and shortage of natural resources at a stroke.

With little fanfare, a staggering 750,000 Chinese have settled in Africa over the past decade. More are on the way.

The strategy has been carefully devised by officials in Beijing, where one expert has estimated that China will eventually need to send 300 million people to Africa to solve the problems of over-population and pollution.

The plans appear on track. Across Africa, the red flag of China is flying.

Lucrative deals are being struck to buy its commodities – oil, platinum, gold and minerals. New embassies and air routes are opening up. The continent’s new Chinese elite can be seen everywhere, shopping at their own expensive boutiques, driving Mercedes and BMW limousines, sending their children to exclusive private schools.

The pot-holed roads are cluttered with Chinese buses, taking people to markets filled with cheap Chinese goods. More than a thousand miles of new Chinese railroads are crisscrossing the continent, carrying billions of tons of illegally-logged timber, diamonds and gold.

The trains are linked to ports dotted around the coast, waiting to carry the goods back to Beijing after unloading cargoes of cheap toys made in China.

Confucius Institutes (state-funded Chinese ‘cultural centres’) have sprung up throughout Africa, as far afield as the tiny land-locked countries of Burundi and Rwanda, teaching baffled local people how to do business in Mandarin and Cantonese.

Massive dams are being built, flooding nature reserves. The land is scarred with giant Chinese mines, with ’slave’ labourers paid less than £1 a day to extract ore and minerals.

Pristine forests are being destroyed, with China taking up to 70 per cent of all timber from Africa.

All over this great continent, the Chinese presence is swelling into a flood. Angola has its own ‘Chinatown’, as do great African cities such as Dar es Salaam and Nairobi.

Exclusive, gated compounds, serving only Chinese food, and where no blacks are allowed, are being built all over the continent. ‘African cloths’ sold in markets on the continent are now almost always imported, bearing the legend: ‘Made in China’.

From Nigeria in the north, to Equatorial Guinea, Gabon and Angola in the west, across Chad and Sudan in the east, and south through Zambia, Zimbabwe and Mozambique, China has seized a vice-like grip on a continent which officials have decided is crucial to the superpower’s long-term survival.

‘The Chinese are all over the place,’ says Trevor Ncube, a prominent African businessman with publishing interests around the continent. ‘If the British were our masters yesterday, the Chinese have taken their place.’

Likened to one race deciding to adopt a new home on another planet, Beijing has launched its so-called ‘One China In Africa’ policy because of crippling pressure on its own natural resources in a country where the population has almost trebled from 500 million to 1.3 billion in 50 years.

China is hungry – for land, food and energy. While accounting for a fifth of the world’s population, its oil consumption has risen 35-fold in the past decade and Africa is now providing a third of it; imports of steel, copper and aluminium have also shot up, with Beijing devouring 80 per cent of world supplies.

Fuelling its own boom at home, China is also desperate for new markets to sell goods. And Africa, with non-existent health and safety rules to protect against shoddy and dangerous goods, is the perfect destination.

The result of China’s demand for raw materials and its sales of products to Africa is that turnover in trade between Africa and China has risen from £5million annually a decade ago to £6billion today.

However, there is a lethal price to pay. There is a sinister aspect to this invasion. Chinese-made war planes roar through the African sky, bombing opponents. Chinese-made assault rifles and grenades are being used to fuel countless murderous civil wars, often over the materials the Chinese are desperate to buy.

Take, for example, Zimbabwe. Recently, a giant container ship from China was due to deliver its cargo of three million rounds of AK-47 ammunition, 3,000 rocket-propelled grenades and 1,500 mortars to President Robert Mugabe’s regime.

After an international outcry, the vessel, the An Yue Jiang, was forced to return to China, despite Beijing’s insistence that the arms consignment was a ‘normal commercial deal’.

Indeed, the 77-ton arms shipment would have been small beer – a fraction of China’s help to Mugabe. He already has high-tech, Chinese-built helicopter gunships and fighter jets to use against his people.

Ever since the U.S. and Britain imposed sanctions in 2003, Mugabe has courted the Chinese, offering mining concessions for arms and currency.

Toddlers should be reported for ‘racism’, Government-funded group claims

Nursery teachers should inform on youngsters such as these if there is a ‘racist incident’, says a Government-funded advisory group

Toddlers should be taught about racism and singled out for criticism if they have racist attitudes, a Government-funded advisory group said yesterday.

It told nursery teachers, playgroup leaders and childminders to record and report every racist incident involving children as young as three.

These could include saying ‘Yuk’ about unfamiliar food.

Even babies should not be ignored in the hunt for racism because they can ‘recognise different people in their lives’, a new guide for nurseries and child care centres said.

The instructions for staff in charge of pre-school children in day care have been produced by the National Children’s Bureau, which receives £12million a year, mostly through taxpayer-funded organisations.

The NCB, which describes itself as ‘an umbrella body for the children’s sector’, has long used its resources to campaign on controversial issues, for example in favour of a legal ban on smacking by parents.

It also runs the Sex Education Forum, a campaign for more sex education in schools.

The new 366-page guide, Young Children and Racial Justice, warned that ‘racist incidents among children in early years settings-tend to be around name-calling-casual thoughtless comments, and peer group relationships’.

It said such incidents could include children using words like ‘blackie’, ‘Pakis’, ‘those people’ or ‘they smell’.

Children might also ‘react negatively to a culinary tradition other than their own by saying “yuk”.’

Nursery staff are told: ‘No racist incident should be ignored. When there is a clear racist intent, it is necessary to be specific in condemning the action.’

If children ‘reveal negative attitudes the lack of censure may indicate to the child that there is nothing unacceptable about such attitudes’.

Nurseries are encouraged to report as many racist incidents as possible to local councils.

‘Some people think that if a large number of racist incidents are reported, this will reflect badly on the institution,’ it said. ‘In fact, the opposite is the case.’

The guidance said that anyone who disagrees is racist themselves.

It also suggests cultivating the home languages of new immigrants  -  despite Government anxiety to promote the learning of English.

It said: ‘English is now viewed as the major language of the world but this is not because it has any innate linguistic advantages  -  it is because English is the language of power in a world dominated by English-speaking peoples.’

Critics of the race programme for pre- school children labelled it ‘totalitarian’.

Author and researcher on family life Patricia Morgan said: ‘Stepping in to stop severe bullying is one thing, but this is interference in the lives of children. It smacks of totalitarianism.

‘It is regulation of private speech and thought. They intend nursery staff to step into children’s playground squabbles and then report them to the local council as race incidents. Who would ever have thought that the anti-racism crusade would go so far?’

Judge Jonathan Finestein ordered the local authority to review its decision to prosecute

A boy of ten has already been taken to court for calling a mixed race 11-year-old ‘Paki’ and ‘Bin Laden’ in a school playground argument.

The pair subsequently made up and became friends again, yet the Crown Prosecution Service decided to go ahead because the victim’s mother made a complaint.

The ten- year- old eventually appeared at Salford Youth Court in 2006 where he denied a raciallymotivated offence under the Public Order Act of using threatening, abusive or insulting words or behaviour with intent to cause another person harm or distress.

But District Judge Jonathan Finestein (pictured) ordered the authorities to review their decision to prosecute.

He said of the defendant: ‘I shouldn’t think he understands Bin Laden or Al Qaeda. I’m not condoning what he supposedly said but there must be other ways of dealing with this apart from criminal prosecution.’

Prosecutors later decided not to pursue the case.

Expelled Freemason in W.Va. sues grand master, lodge over racist policies

CHARLESTON, W.Va. (AP) — A former Freemason grand master is suing the West Virginia branch of the centuries-old fraternal organization and two members, alleging they defamed him after he pushed through less discriminatory and racist policies.

“These reforms and proposals were intended to rid Masonry in West Virginia of Orwellian, repressive, regressive and unconstitutional practices,” Frank Joseph Haas alleges in his lawsuit, filed May 30 in Kanawha County Circuit Court.

Named as defendants are the Most Worshipful Grand Lodge of Ancient, Free and Accepted Masons of the State of West Virginia Inc., Masons Charles F. Coleman II and Charlie L. Montgomery, and several John Does.

Haas says Coleman, who succeeded him as grand master, voided policy changes adopted in 2006, saying the vote to approve them was flawed.

Haas also accuses Montgomery of spearheading his expulsion from the organization in November.

Montgomery did not immediately respond to a telephone message seeking comment, and no telephone listing could be found for Coleman.

The Masons is an international secret society that promotes brotherliness, charity and mutual aid.

Haas, an administrative law judge from Brooke County, alleges the defendants insinuated he was a liar, and by doing so harmed his standing in the community and hurt his reputation.

Haas, a Mason since 1986 who became grand master in October 2005, also alleges he was not given an opportunity to defend himself against the charges.

As a result of his expulsion, Haas cannot retire to the West Virginia Masonic Home nor have a Masonic funeral with other Masons serving as pallbearers, the lawsuit alleges.

Haas is seeking reinstatement as a Mason and to have any record of his expulsion expunged. His lawsuit also seeks unspecified damages.

Britain’s Equality Chief Warns of Race ‘Cold War’

THE head of Britain’s race relations watchdog says lack of control over immigration has led to a racial “cold war” among rival ethnic communities.

Trevor Phillips, chairman of the Equality and Human Rights Commission (EHRC), believes that the failed policy risks inflaming racism among millions of young mothers and working professionals.

In an address to mark the 40th anniversary of Enoch Powell’s infamous “rivers of blood” speech in which Powell warned of apocalyptic social consequences if the rising tide of immigration were not halted, Phillips will say that the predictions have not come true. But he will warn that mass immigration has caused a different form of “war” that is just as worrying.

“Powell predicted ‘hot’ conflict and violence. However, we have seen the emergence of a kind of cold war in some parts of the country, where very separate communities exist side by side . . . with poor communication across racial or religious lines,” Phillips will say.

“In essence, Powell so discredited any talk of planning or control that it gave rise to a migration policy in which government knew too little about what was going on. Ironically, Powellism and the weakening of control it engendered may have led Britain to admitting more immigrants than fewer.”

Phillips will also warn ministers that they are playing into the hands of antiimmigrant parties such as the British National party by failing to respond to justified concerns among large sections of the “settled” population about the impact of mass immigration on their daily lives.

In a speech – to be delivered in the same Birmingham hotel where Powell polarised the public debate on race in 1968 – Phillips will say: “For every professional woman who is able to go out to work because she has a Polish nanny, there is a young mother who watches her child struggle in a classroom where a harassed teacher faces too many children with too many languages between them.

“Wanting a better deal for her child doesn’t make her antiimmigrant. But if we can’t find a better answer to her despair then she soon will be.

“For every boss whose bacon is saved by the importation of skilled IT professionals or crafts-people or health professionals, there are a thousand people who wonder every morning why they have to put up with the misery of a packed railway carriage or bus – if they can get on in the first place. Wanting an infrastructure that doesn’t make getting to work daily hell doesn’t make someone a natural voter for an antiimmigrant party. But it soon will.”

In a wide-ranging interview ahead of his speech, Phillips emphasised that he did not believe that too many immigrants had come to Britain. But he wanted to highlight that mismanaged policy had raised fears in the resident population about the impact of so many migrants on their daily lives.

Britain is probably the most tolerant country in Europe, he is expected to say. But the legacy of Powell and a “lack of control” over immigration policy by governments of both parties meant that it has gained an unfair reputation as one of the most xeno-phobic.

“It always seems like we’re a country that hates foreign people,” he said in the interview. He said this false image – which he described as a “calumny” – alienated highly qualified and well trained foreign migrants.

“My fear is that because we’ve been gripped [by this image] for 40 years . . . then we are going to miss the boat. Why would immigrants come to Britain if we behave as if we don’t want them?”

Powell’s notorious comments had the effect of making immigration a subject to be avoided by mainstream political parties for fear of being branded racists.

In his speech Phillips will lay out a programme for managed migration and will say: People should not be intimidated from making legitimate criticism of ethnic minorities.

Women should be treated equally and children properly protected in all communities. “Fair treatment” should not be reserved for ethnic minorities. “We need to do more for young white men who are having to compete with clever Polish graduates,” he will say.

Ministers should actively manage the geographical balance of migration. More migrants should be encouraged to settle in Scotland.
