MICROCHIPPING CHILDREN FOR THEIR ‘SAFETY’

Last month’s ‘appeal’ to identify technologies that could prevent child abduction has moved forward rapidly

In a letter published last month, prompted by the disappearance of Madeleine McCann, design engineer Peter Fitzsimmons challenged Eureka readers to come up with a device to track lost children. Several readers have written with suggestions – two RFID-based ideas, one of which is in production, are highlighted here. At the same time, two competing satellite-based systems – one British, one French – have also been launched recently.

Maidstone-based Blue Tree Services launched its OurKids child tracking system in the UK and Ireland earlier this year. The device comes in two parts: children wear the Blueranger unit, supplied with a belt similar to a money belt or with a pocket that can be attached to any item. Parents track their child’s movements through BlueMap software either on the internet or via a hand-held PDA. The latter shows its location as well as that of the monitored units.

The portable units use GPS and the cell phone network to send positioning information – accurate within 4m – to secure servers. These then relay information, which shows the unit location within the UK or Europe.

The company says: “Although it has been possible for people to carry alarms for some time, these were either linked to a physical location or allowed for only single location requests. With OurKids, continuous tracking avoids the problems associated with not having a ‘position fix’ at critical moments – there is always a ‘breadcrumb trail’.”

The units incorporate a movement sensor, which detects whether it is being worn –and not left in backpack at a friend’s house – or if it has suffered a shock such as a fall.

Parents can also set up boundaries through GPS mapping. The system alerts them if the child moves beyond a predetermined area. Height can also be set as a parameter – perhaps to ensure the child isn’t taking part in a dangerous Quidditch match? Other features include an emergency alarm, which lets children tell parents if they are in trouble.

Managing director Mike Smuts said: “We have seen a huge demand for this product from across all sectors of society. This is a robust and easy to wear product. It’s good to know that parents can allow their children a little more freedom and at the same time manage their independence.”

French firm Car Telematics has a long waiting list for its Kiditel device according to the BBC. It will be released in the UK soon, and can be put in a pocket or bag. The GPS tracking device beams satellite images of a child’s location to the home computer. It has an SOS button, which sends an SMS and position coordinates to a predefined mobile number if the child is in trouble. A parent can call the child back to find out what the problem is.

Development director Franck Spinelli told the BBC that the Kiditel was popular with parents of young children.

Neither of these devices would prevent a kidnapping, and there would be nothing to stop the abductor disposing of the device once found on the child. However, both systems could give police vital information on the child’s whereabouts before he or she went missing.

Reader Paul Clarke proposed an RFID solution, which could overcome these difficulties. Citing the current level of integration of CCTV systems, he says: “If there was a similar initiative to link the RFID systems used by shops to catch shoplifters, it would be possible to search for an RFID tag that could be surgically implanted under a child’s skin or inserted into the fabric of their clothing.

“Potentially this could be an international initiative that would mean that if an abductor attempted to take a chipped child into a store that subscribed to the service, store detectives would be notified and by cross-referencing with CCTV footage one could determine the identity of the individual [abducting a child].”

Surgically implanting an RFID chip under a child’s skin seems a little Orwellian, though putting it into the fabric of clothes seems more acceptable. Are parents likely to go to such extremes to ensure kids are safe, or is it a step too far?

However, as reader Roger Bamford pointed out, one US firm has already designed a human-implantable RFID chip. VeriChip has developed a passive RFID microchip, inserted under the skin by injection, which contains a unique 16-digit identifier. The number on the chip – which can be read with a proprietary scanner – could be used to access medical records, or determine whether someone has the authority to enter a secure area, the company says.

Verichip has also designed wearable active RFID chips, designed for use within care homes or hospital wards. The chips sound an alarm if patients – for instance, those with Alzheimer’s – leave a designated area. It can even lock an exit as a patient approaches it. The chips can also be used to prevent the abduction of newborns by raising the alarm if the baby is removed from the ward.

Bush Administration Spends $1.6 Billion On Propaganda

How much is good press worth? To the Bush administration, about $1.6 billion.

That’s how much seven federal departments spent from 2003 through the second quarter of 2005 on 343 contracts with public relations firms, advertising agencies, media organizations and individuals, according to a new Government Accountability Office report.

The 154-page report provides the most comprehensive look to date at the scope of federal spending in an area that generated substantial controversy last year. Congressional Democrats asked the GAO to look into federal public relations contracts last spring at the height of the furor over government-sponsored prepackaged news and journalism-for-sale.

Armstrong Williams, the conservative commentator, had been unmasked as a paid administration promoter who received $186,000 from the Education Department to speak favorably about President Bush’s No Child Left Behind law in broadcast appearances.

Around the same time, a spat erupted between the GAO and the White House over whether the government’s practice of feeding TV stations prepackaged, ready-to-air news stories that touted administration policies (but did not disclose the government as the source) amounted to “covert propaganda.” The GAO said that it did. The administration disagreed, saying spreading information about federal programs is part of the agencies’ mission, and that the burden of disclosure falls on the TV stations.

Congress sided with the GAO. Lawmakers inserted a provision into an annual spending bill requiring federal agencies to include “a clear notification” within the text or audio of a prepackaged news story that it was prepared or paid for by the government.

The new report reveals that federal public relations spending goes far beyond “video news releases.” The contracts covered the waterfront, from a $6.3 million agreement to help the Department of Homeland Security educate Americans about how to respond to terrorist attacks; to a $647,350 contract to assist the Transportation Security Administration in producing video news releases and media tours on the subject of airport security procedures; to a $6,600 contract to train managers at the Bureau of Reclamation in dealing with the media.

“Careful oversight of this spending is essential given the track record of the Bush administration, which has used taxpayer dollars to fund covert propaganda within the United States,” Rep. Henry A. Waxman (Calif.), ranking Democrat of the House Government Reform Committee, said in a statement yesterday.

A British sniffer dog detected the scent of a body inside the apartment of Madeleine McCann, Portuguese police said today.

Olegario Sousa, a spokesman for the Policia Judiciaria, said they are now working on the assumption that the four year old is dead.

Mr Sousa’s comments came as Kate and Gerry McCann admitted for the first time that they have discussed returning home to Britain without their daughter.

The four-year-old went missing from a holiday apartment in Praia da Luz 105 days ago and the couple have insisted they could not face leaving Portugal while the search continued.

But in an interview Mrs McCann said: “We know we will be going back and I guess one day we will wake up and it will be right.

“We never thought that we would go before she came back. Now we just don’t know. We have the twins to consider.

“I can’t imagine how we came out as a family of five and going back as a four.”

After exhausting all leads suggesting Madeleine was abducted, police are now working on the theory she suffered an accident or was killed inside the flat.

They have confirmed that the parents are not suspects. Two specialist British sniffer dogs, one with the ability to find small traces of blood and the other a “victim” dog who can detect human remains, were brought in a fortnight ago.

Speaking to a Portuguese TV station, Mr Sousa said that they had traced the scent of a body inside the family apartment where Madeleine disappeared and found specks of blood.

The results of the forensics are due back soon from a British laboratory.

Mr Sousa also tentatively suggested there could new suspects in the case depending on the results.

He said: “Naturally we could have new arguidos, depending on the result [of DNA tests] there could be a change in the procedural position of those involved in the case or, eventually, there could arise other people, others involved who until now are not known”.

Mr Sousa insisted the results would not be “decisive” in the case and there were other signs “giving strength” to the theory that the child is dead.

However the evidence of the sniffer dogs, which were only used three months into the search for Madeleine, has thrown up more questions than answers.

Expert handlers said that dogs can only pick up the scent of a body which has been in situ for more than two hours.

The springer spaniels used can also detect small traces of blood up to seven years old, in which time hundreds of people have used the holiday apartment where they were found.

Earlier this week, Portugal’s most senior police officer played down developments. Alípio Ribeiro, national director of the PJ, said that detectives were “far from throwing light on the case”.

He added: “Despite the fact that new elements have appeared in the investigation we still do not know where they will lead us.”

Mr Sousa said the case “is complex” and “extremely difficult to investigate”.

He defended Portuguese police for missing the evidence found by the British sniffer dogs and added that police teams had found a lot of forensics.

“Never has there been collected so much evidence in a crime scene by specialised teams as in this situation,” he said.

Police have not ruled out that Madeleine was abducted but have exhausted all leads suggesting so. All 490 guests staying on the same Ocean Club resort have been traced and spoken to.

No one, with the exception of one of the friends holidaying with the McCanns, saw anything suspicious in the area.

Meanwhile, Mr and Mrs McCann have been kept in the dark by police of recent developments and the apparent “shift” in the investigation.

Last week the couple were upset and set back when detectives took a cold, “formal” tone with them at their regular update meeting. Mr McCann said he felt the investigation has gone “back to square one”.

In the past 10 days the couple have faced the hardest period since Madeleine disappeared, as Portuguese press turned suspicions on them.

Mrs McCann attacked the local journalists as being “aggressive and intrusive” but said she would not be hounded out of Portugal. Mr McCann said dealing with the intense scrutiny had come as a shock after a quiet period in the case in July.

He said: “The frenzy that built up last week, with the resumed searches and a clear shift in the investigation – if that had happened in the first week or two we would have been prepared for it.”

British-born physicist Freeman Dyson has revealed three “heresies”, two of which challenge the current scientific orthodoxy that anthropogenic carbon causes climate change.

dysonf“The fuss about global warming is grossly exaggerated,” writes Dyson in his new book Many Colored Glass: Reflections on the Place of Life in the Universe, published on Wednesday.

He pours scorn on “the holy brotherhood of climate model experts and the crowd of deluded citizens who believe the numbers predicted by the computer models”.

“I have studied the climate models and I know what they can do. The models solve the equations of fluid dynamics, and they do a very good job of describing the fluid motions of the atmosphere and the oceans. They do a very poor job of describing the clouds, the dust, the chemistry, and the biology of fields and farms and forests,” writes Dyson.

Biomass holds the key to carbon, he writes – leaving us to infer that he thinks the human contribution is negligible. Overall, Dyson issues a plea for more scientific research into the behaviour of the planet’s biomass.

“Many of the basic processes of planetary ecology are poorly understood. They must be better understood before we can reach an accurate diagnosis of the present condition of our planet,” he says.

“We do not know whether intelligent land management could increase the growth of the topsoil reservoir by four billion tons of carbon per year, the amount needed to stop the increase of carbon dioxide in the atmosphere. All we can say for sure is that this is a theoretical possibility and ought to be seriously explored.”

That’s the first heresy – and it’s not the first time he’s made it. For several years, Dyson has argued that the carbon religion is self-indulgent, when there are more urgent, fixable problems to face:

“I’m not saying the warming doesn’t cause problems, obviously it does,” he told students two years ago. “Obviously we should be trying to understand it. I’m saying that the problems are being grossly exaggerated. They take away money and attention from other problems that are much more urgent and important. Poverty, infectious diseases, public education, and public health. Not to mention the preservation of living creatures on land and in the oceans.”

The second heresy is that “warming” might not be such a bad thing.

“If we could choose between the climate of today with a dry Sahara and the climate of 6,000 years ago with a wet Sahara, should we prefer the climate of today? My second heresy answers yes to the first question and no to the second. It says that the warm climate of 6,000 years ago with the wet Sahara is to be preferred, and that increasing carbon dioxide in the atmosphere may help to bring it back. I am not saying that this heresy is true. I am only saying that it will not do us any harm to think about it.”

The third heresy, you can read for yourselves here. It’s not such a heresy as the other two, but how long those remain heresies is a moot point. Dyson can expect another round of crucifixion with the predictable chorus that he’s not a climate “scientist”.

His contention, that the models aren’t really science when they’re programmed to produce the expected results, will no doubt be overlooked.

The first results of DNA tests on traces of blood found in the apartment from where missing Madeleine McCann was snatched have been obtained.

The tests were carried out in Britain after sniffer dogs from the UK discovered the traces on walls of Madeleine’s bedroom in the McCanns’ apartment in Praia da Luz, from where the four-year-old went missing 104 days ago.

The premiminary results are believed to have been flown back to detectives in Portugal.

Further tests are being carried out on the specks of blood at the Forensic Science Servicwe in Birmingham.

Kate and Gerry McCann hope to be notified as to whether the blood was Madeleine’s before the results are made public – or leaked to the press.

The couple, from Rothley, Lancashire, were said to have been furious after sources told the media that they believed Madeleine may be dead before they were told.

Portuguese media reported that the couple were demanding a meeting with detectives investigating their daughter’s disappearance to ensure they were informed of developments before information was made public.

However, even Madeleine’s parents, both aged 39, may not be notified of the results for some time, due to Portugal’s strict secrecy laws.

They stop detectives from discussing details of a criminal investigation.

Inspector Olegario Sousa, who is leading the investigation, earlier admitted that the possibility that Madeleine had been killed was now the main focus of the investigation, adding, “However, none of the other possibilities is closed”.

In the latest installment of Gerry McCann’s online diary he wrote: “Relatively quiet day. This allowed me to catch up with e-mails, phone calls and some administration. No major news on any front.

“The weather has been unseasonably cool over the last 2-3 days. I have had a long sleeved top on for the first time in over two months and it is more pleasant overnight, making sleep easier.”

A Toronto blogger discovered a problem with how NASA records U.S. temperatures, concluding that 1934 is actually the hottest year on record, not 1998. The climate change controversy is heating up once again.

Digital Journal — Al Gore, you better be listening: Last week, NASA corrected an error in its data of temperature records, apparently caused by a Y2K bug. Global warming alarmists are now enduring a fault line in their argument, and anti-warmers have another arrow in their quill.

The problem was discovered by Toronto-based Steve McIntyre, who runs the blog climateaudit.org. He found that the hottest year on record in the U.S. is 1934, not 1998 as NASA previously claimed. After making adjustments to NASA’s data, McIntyre concluded about the hottest years in the U.S.:

Four of the top 10 are now from the 1930s: 1934, 1931, 1938 and 1939, while only 3 of the top 10 are from the last 10 years (1998, 2006, 1999). Several years (2000, 2002, 2003, 2004) fell well down the leaderboard, behind even 1900.

As the National Post wrote, NASA quickly made corrections when McIntyre pointed out the faulty data. But Gore followers and pro-warmers are still swallowing a bitter pill. The Post wrote:

There is no discernible trend, no obvious warming of late…[and] ever since the correction became a hot topic on blogs, the pro-warmers have tried to downplay its significance, insisting, for example, that the alterations merely amount to ‘very minor rearrangements in the various rankings.’

Among the blogs that have scoffed at McIntyre’s finding was RealClimate, which posted recently:

The net effect of the change was to reduce mean US anomalies by about 0.15 ºC for the years 2000-2006…In the global or hemispheric mean, the differences were imperceptible (since the US is only a small fraction of the global area).

McIntyre is no stranger to disproving global warming theories. With environmental economist Ross McKitrick, he spotted statistical errors in the famous “hockey stick” chart of global temperatures that has been key evidence that the world is warming.

No matter where you stand on this issue, McIntyre’s findings should be taken seriously for what they represent: data errors in a system designed to provide accurate data on U.S. temperatures. If there are problems with those statistics, global warming evidence is bruised and possibly damaged beyond repair.

Then again, should the public believe in what one blogger has discovered? Is that more reputable than what hundreds of scientists are telling the world about the rise of global temperatures? This mathematical correction is nonetheless troubling, because it proves, yet again, how the powers that be can easily make mistakes and corroborate theories that are already facing an incredible amount of scepticism.
