Teachers condemn ‘Big Brother’ spy cameras in schools

Sophisticated CCTV is being installed in school classrooms to crack down on bad behaviour and monitor teachers, it emerged last night.

It is being used to cut truancy, improve teaching and stop staff being subjected to malicious allegations.

Other schools are already installing two-way mirrors to vet trainee teachers and taking pupil fingerprints to improve security.

But last night the tactics were condemned by classroom unions as “Big Brotherish”.

They warned that the use of spy cameras stopped teachers taking risks for fear of being reprimanded by senior management.

It follows a Government pledge that teachers should only be formally monitored for three hours in any school year.

Dr Mary Bousted, general secretary of the Association of Teachers and Lecturers, said: “This all sounds very Big Brotherish. We have major reservations about using CCTV to monitor staff. It would be hard to see how teachers would act naturally if they knew they might be being watched all the time on camera. Schools should not have to resort to technology to fight bullying and bad behaviour.”

A survey of schools last year found as many as eight-in-10 had CCTV, but not necessarily in classrooms themselves.

Classwatch, a private company, has installed state-of-the-art systems in 94 schools, the majority of which are Government-funded.

The system, which costs £5,000 per classroom, is normally only installed in a handful of lessons in each school.

But on Monday it was revealed that cameras have been placed in 28 classrooms at Stockwell Park High School in south London. Two or three high-definition colour cameras are used in each classroom, fitted with sensitive audio equipment.

Angus Drever, the company’s managing director, said it helped trainee teachers improve their skills and recorded the best lessons to boost standards across the school.

“It has been used to raise education standards by helping teachers up their game,” he said.

Access to cameras and recordings is password-protected and controlled by school governors, said the company. Footage is erased within a month.

Judette Tapper, Stockwell Park head teacher, said it helped combat bad behaviour, bullying and proved a “useful tool in investigating and discouraging truancy”.

But one pupil at the school said: “Cameras can be useful, but also they are an invasion of your privacy and sometimes they make me feel uncomfortable because I don’t know when someone could be watching me.”

Swine flu vaccine will need compensation program: Expert

OTTAWA — A leading public health expert is calling on Canada to create a no-fault compensation program for people who may be harmed by a swine flu vaccine that millions of Canadians will be urged by the government to get this fall.

Kumanan Wilson, Canada research chair in public health at the University of Ottawa, said in an interview with Canwest News Service that children and adults could be exposed to an incompletely tested vaccine and that a compensation scheme is needed to encourage the public to buy into any mass immunization program.

When the World Health Organization last month proclaimed swine flu the first pandemic since 1968, Canada’s chief public health officer, David Butler-Jones, said everyone should get the new flu shot when it becomes available.

“The more people that have immunity, the easier it is to stop,” he said.

But Canwest News Service has learned that, unlike the United States, the Public Health Agency of Canada has no plans to compensate people who may be injured by an H1N1 vaccine.

A vaccine injury program would give people who suffer an adverse reaction faster access to compensation without having to go through the legal system. Quebec is the only jurisdiction in Canada that has a non-fault compensation program.

Public Health Agency of Canada officials acknowledged last week there won’t be time for a swine flu vaccine to go through standard safety testing before immunizations begin in the fall. The first doses are expected to be available in three to four months. Officials said they are working with regulators on ways to reduce any time required for getting the vaccine out. Canada could invoke emergency provisions to get the vaccine out quicker, before all the data from human trials that test safety are complete.

That happened in 1976, when an outbreak of swine flu at the Fort Dix army base in New Jersey spawned a nationwide emergency vaccination program. Manufacturers wanted legal protection against vaccine-related injury claims, so Congress enacted legislation allowing people to sue the federal government. About 45 million Americans were vaccinated. Reports soon emerged of unusually high rates of Guillain-Barre syndrome, a rare, neurological disorder that can cause temporary paralysis. More than 5,000 people sued for vaccine-related injuries, resulting in payouts totalling $73 million. In the 1980s, the U.S. introduced no-fault compensation for all vaccines.

“I’m not saying we shouldn’t roll out this vaccine (against H1N1 influenza),” said Wilson, an expert in pandemic planning.

“I don’t know how confident we will be in its efficacy and safety at the outset, but I don’t think we’ll have any choice but to roll it out, because, at this point, the only way to control the spread is going to be a vaccine.”

But “there are going to be concerns about people not wanting to take the vaccine, health-care workers in particular,” he said.

“We have been arguing that it needs to be complemented with a no-fault compensation program, just like in 1976, and we need to develop systems to pick up these adverse events.”

He and other experts say the current system for monitoring for serious or unexpected reactions is inadequate. The government has two systems in place: The first is a mostly voluntary reporting one. The second involves a network of 12 children’s hospitals across Canada, where nurses and investigators regularly review admission records, looking for serious events in children who had recently been immunized, “so all seizure kids are looked at, and a whole bunch of other ones,” said Dr. Noni MacDonald, a leader in pediatric infectious diseases at Dalhousie University in Halifax.

“I think most of us are pretty comfortable that we would probably pick up serious adverse events requiring hospitalization in the pediatric age group,” MacDonald said. “But we’re only in the process of setting up a similar kind of active surveillance system for adults.”

Under a compensation program, claims would serve as an early signal of a possible problem with the swine flu vaccine, Wilson said.

Meanwhile, some First Nations leaders argued Monday that aboriginal people should be a top priority for swine flu immunization when a vaccine is ready.

As the Assembly of First Nations meets in Calgary this week to elect a new national chief, the organization is also expected to turn its attention to H1N1 influenza and preparing for the fall flu season.

“There has to be some priority given to our First Nations people (for vaccination),” said Angus Toulouse, Ontario regional chief for the Assembly of First Nations.

“There’s data one could use to say First Nations are more at risk.”

Glen Sanderson, a policy analyst with the Assembly of Manitoba Chiefs, said a number of risk factors in some remote communities have likely contributed to the quick spread of H1N1, including crowded housing conditions.

Aboriginal populations also have higher rates of chronic diseases such as diabetes and obesity, which may be risk factors for developing serious cases of H1N1.

“The rates of H1N1 are disproportionately high (in some remote communities),” said Sanderson. “It’s the living conditions.”

Canadian scientists were the first to report a syndrome — oculorespiratory syndrome — that was linked to one batch of seasonal flu vaccine in British Columbia in 2000.

The syndrome causes red eyes, respiratory distress, throat tightness and facial swelling. A nasal flu vaccine licensed in Switzerland in October 2000 was linked with a significantly increased risk of Bell’s palsy, one-sided paralysis of facial muscles.

Normally, about one person in 100,000 a year develops Guillain-Barre syndrome. An Ontario study estimated that influenza vaccination increases the risk of developing the syndrome by 45 per cent, which translates into about one additional case per million people vaccinated. But other studies haven’t shown a similar association.

As of July 15, a total of 10,156 laboratory-confirmed cases of pandemic H1N1, including 1,115 hospitalizations and 45 deaths, had been reported in Canada.

A new study of the outbreak of swine flu at a private school in Nova Scotia in April — the first cases of human-to-human infection in Canada — found that, unlike regular season flu, only 59 per cent had a fever. Common symptoms included cough, headache, sore throat and nasal congestion.

The study, published in the Canadian Medical Association Journal, showed that vaccination with the regular seasonal flu shot didn’t protect the vaccinated kids from swine flu, and that symptoms sent 80 per cent of those infected to the campus infirmary.

Russia urges mass vaccination

MOSCOW – RUSSIA’S top health official warned on Monday that H1N1 flu was spreading within the country and urged Russians to get vaccinations.

‘I think that by the end of today we will have reported around at least five or six more (people) whom we have confirmed as sick’ with the A(H1N1) virus, Gennady Onishchenko, Russia’s public health chief, said. ‘We have registered an increase, a sharp increase in the number of individuals whom we… certify as sick,’ he said at a news conference.

Mr Onishchenko warned that infection with the virus may spike in the autumn as Russians return from holidays and urged the population to get vaccinated. ‘I advise maximum vaccination,’ he said.

The total number of H1N1 flu cases registered in Russia since late May has reached nine so far, authorities said.

All the sick Russians contracted the virus while travelling abroad, Mr Onishchenko said. He warned however that the virus was propagating further within Russia and said contamination was possible within the country.

‘The virus is now not just Moscow’s concern but also that of the regions’ outside the capital, he said.

Confirmed or suspected cases have been registered in the country’s five regions, including the cities of Saint Petersburg, Tomsk in Siberia and Perm in the Urals, he said.

‘We should be getting ready to register these cases. There’s no need to make a tragedy or panic out of it.’

He also said mass production of swine flu vaccine should be launched by September, noting Russia could produce 40 million doses.

The World Health Organisation said on Friday that H1N1 flu is moving around the globe at ‘unprecedented speed.’ WHO said it would not longer keep track of total numbers of cases worldwide but would instead focus on new outbreaks. — AFP

(07-20) 21:11 PDT — Public health experts are gearing up for swine flu vaccinations this fall in what could be the largest mass-immunization campaign since the polio vaccine was introduced more than 50 years ago.

Local public health agencies will bear much of the responsibility for vaccinating the public, and the state is receiving $30 million in federal grants to help prepare for an expected re-emergence of swine flu this fall.

For now, there are more questions than answers with regard to flu vaccinations, including how much of the vaccine will be made, when it will available, and who will get it first. In fact, the federal government has not officially announced plans to make a vaccine widely available, although it is expected to do so by the end of summer.

“There’s still a lot of information we have to figure out, and we’re learning as we go,” said Dr. Mantu Davis, deputy health officer with the Alameda County Public Health Department. “It’s definitely a larger vaccination than anything we’ve seen, or anything in my lifetime.”

Voluntary vaccine likely

The last time the United States launched a major immunization campaign was after the polio vaccine was invented in the 1950s, when millions of children were immunized, many of them in their schools. The polio vaccine was mandatory, but a flu vaccine is likely to be voluntary.

California authorities designed a mass vaccination plan years ago, under the assumption of a deadly pandemic flu and a limited vaccine supply, said Dr. John Talarico with the state public health department’s Center for Infectious Disease. That plan is being revised, given that swine flu seems to be fairly mild so far and that a relatively large amount of vaccine may be available, even if it’s not enough to give to everyone at once.

The flu is mild now, but infectious disease experts worry that could change and it could return in the fall in a much more aggressive form, causing more serious illness. Even if it remains mild and very few people have natural immunity to it, swine flu could sicken millions of people and interrupt schools and businesses.

Count proves difficult

So far, the flu, a form of influenza Type A, subtype H1N1, has sickened more than a million people in the United States and killed 263, according to the Centers for Disease Control and Prevention. Worldwide, it’s killed more than 429 people, although the World Health Organization announced Thursday that it’s no longer counting specific cases because the virus is too widespread.

It is likely that county health departments, which will administer most of the vaccines, will go to schools first. In some counties, special clinics may open to provide vaccines for people at risk of serious swine flu infection, such as pregnant women or adults with pre-existing medical conditions. Large health care organizations such as Kaiser Permanente probably will be involved, and some people may get the vaccine from their doctor or at work, just as they would with the seasonal flu shot.

A vaccine is already well into development for the seasonal flu, and should be available as usual around September. But a swine flu vaccine is still being designed, and the World Health Organization reported last week that a licensed version may not be available until the end of the year – weeks after the start of the flu season. An unlicensed vaccine – one that is still being tested but is deemed safe enough for the general public – may be available sooner.

Whom to vaccinate

It’s unlikely that manufacturers will be able to produce enough vaccine right away to immunize everyone in the world – or in the United States. WHO has recommended that health care workers get the vaccine first, and public health experts have suggested that children and adults with pre-existing conditions be next in line.

Public health officials noted that it may be more important than ever for everyone to get a seasonal flu shot, because contracting both swine flu and seasonal influenza at the same time could be especially dangerous.

What complicates matters for local public health agencies is that the people who are advised to get a seasonal flu vaccine are not necessarily the same people who should get a swine flu vaccine. For starters, the elderly are usually first in line for seasonal flu shots – but they seem to have some natural resistance to swine flu. So it might not make sense for them to be first to get vaccinated against the new influenza.

“There’s potential for a lot of confusion,” said Dr. Martin Fenstersheib, the health officer for Santa Clara County. “That’s why this early preparation is so important. It’s going to take some time to get the messages out to people. We’ll need people to understand that if you’re not at high risk and you have to wait for a second batch of vaccine, that’s OK.”

The WHO has refused to release the Minutes of a key meeting of an advisory vaccine group – packed with executives from Baxter, Novartis and Sanofi – that recommended compulsory vaccinations in the USA, Europe and other countries against the artificial H1N1 “swine flu” virus this autumn.

In an email this morning, a WHO spokesperson claimed there are no Minutes of the meeting that took place on July 7th in which guidelines on the need for worldwide vaccinations that WH0 adopted this Monday were formulated and in which Baxter and other pharma executives participated.

Under the International Health Regulations, WHO guidelines have a binding character on all of WHO’s 194 signatory countries in the event of a pandemic emergency of the kind anticipated this autumn when the second more lethal wave of the H1N1 virus — which is bioengineered to resemble the Spanish flu virus — emerges.

In short: WHO has the authority to force everyone in those 194 countries to take a vaccine this fall at gunpoint, impose quarantines and restrict travel.

There is verifiable, clear and unambiguous proof that WHO supplied the live bird flu virus to Baxter’s subsidiary in Austria, which was used by Baxter to manufacture 72 kilos of vaccine material in Febuary.

Baxter subsequently sent this material out to 16 labs in four countries under a false label designating the contaminated product as vaccine material, so nearly triggering a global pandemic.

Because Baxter must adhere to strict biosafety level 3 regulations when handling a dangerus virus such as the bird flu virus, the production and distribution of so much pandemic material cannot have been an accident but must have been done by Baxter with criminal intent.

The Austrian police are now investigating after I filed criminal charges in April.

It is increasingly clear that WHO and Baxter are just elements in a much bigger criminal organisation that is moving forward in a synchronised and coordinated way to fulfil the “elite” agenda of global population reduction in the coming months and years while putting in place a global government of which WHO will be an arm.

WHO, a UN agency, appears to play a key role in coordinating the activities of labs, vaccine companies and governments to achieve the goal of population reduction and political and economic take over of North America and Europe:

– First, WHO gives funds, support and cover to labs such as the CDC to bioprospect for pathogens, bioengineer them to make them more deadly, and also patent them.

– Second, WHO gives those same deadly bioengineered pathogens to companies such as Baxter in Austria, so that Baxter could use those viruses to deliberately, systematically contaminate vaccine material. If the contamination of the 72 kilos had not been detection on time by a lab technician in the Czech Republic, millions of people would have caught the “bird flu” from the injections.

– Third, in the event of a pandemic, WHO orders a compulsory vaccines for all 194 countries, following “recommendations” by an advisory vaccine group on which executives of Baxter also sit.

– Fourth, WHO awards Baxter, Novartis, Sanofi and other companies lucrative contracts to supply those vaccines.

Furthermore, WHO acquires new global authority on an unseen scale in the event of a pandemic.

Under special pandemic plans enacted around the world including the USA, in 2005, national governments are to be dissolved in the event of a pandemic emergency and replaced by special crisis committees, which take charge of the health and security infrastructure of a country, and which are answerable to the WHO and EU in Europe and to the WHO and UN in North America.

If the Model Emergency Health Powers Act is implemented on the instructions of WHI, it will be a criminal offence for Americans to refuse the vaccine. Police are allowed to use deadly force against “criminal” suspects.

Through their control of these special pandemic crisis committees with the power to enact legislation to be set up most countries, the WHO, UN and EU become the de facto government of a large part of the world.

Mass murder and death will also bring economic collapse and disruption, starvation and wars – and these events will lead to a further population reduction.

To sum up: WHO helps create, distribute and then release the deadly pandemic virus, and this pandemic virus allows WHO to assume control of governments in North America and Europe and also order forced vaccination on populations by the very same companies that have distributed and released the deadly viruses in the first place and all under under the pretext of protecting populations from a pandemic they have created.

The corporate mainstream media owned by the same “elite” group which funds WHO is systematically concealing from the general public the nature of the real danger of these H1N1 jabs by withholding from them key information concerning the interrelated activities of this group of organisations for their mutual profit.

As a result, most people still believe that the H1N1 virus is a natural swine flu when even WHO has officially dropped the term “swine” in tactic acknowledgement of its artificial origin.

Most people still believe the vaccine companies can deliver a cure when the vaccine companies are preparing a lethal series of shots containg live attenuated virus, toxic metals and other poisons.

The two-dose H1N1 shots are designed to disable the immune system and then load that system with a live virus in a process that mirrors the one described in two of WHO’s 1972 memoranda where the technical means for turning vaccines into killers is outlined.

The Strecker Memorandum also reveals that WHO has been actively searching for ways to weaken the immune system.

The best protection against the H1N1 virus that has now been released and that will inevtiably become more lethal as it mutates in autumn is colloidal silver and also vitamins to strengthen the immune system, face masks and other such measures.

However, none of the governments in North America or Europe have stocked up on colloidal silver or announced sensible health measures to contain the coming lethal wave.

Instead, there are growing signs, they will use the panic to terrify people into taking the toxic vaccines which are sure to cause injury or damage because of the presence of heavy metals alone.

This mass vaccination will moreover alllow ever more lethal strains to emerge and also provide a cover for a release of bird flu virus or other pathogens.

This is why steps need to be taken now to stop the mass vaccinations anticipated in autumn by taking legal action to block the distribution of vaccines and/or laws allowing govenrments to force people to take vaccinations.

An investigation into this international corporate crime syndicate has to be conducted in every country because it has its tentacles in every country, and to try to initiate this in the USA, I filed charges with the FBI against WHO and the UN among other defendants in June. I included President Obama among the defendants because I believe the time has come to identify and isolate the core members of this international corporate criminal group which has annexed high government office in the USA, and put them in prison once and for all, and there are reports that Obama has direct financial links with Baxter that need to be investigated by law enforcement.

There is evidence the Austrian Health Minister and other officials have been helping Baxter to cover its tracks.

Also, there is clear evidence that elements of the Austrian media are involved in actively spreading lies and misinformation to lull people into a false sense of security concerning Baxter’s manufacture and distribution of pandemic material in Austria this February.

Vital is for individuals and local authorities need to take effective measures to protect against the coming lethal wave of the H1N1 virus to minimise its impact.

PUPILS at a summer school at Gordonstoun have been struck down by swine flu.

The exclusive Moray institution – a favourite with the Royal Family – confirmed that several students had been diagnosed with the H1N1 virus.

None of the victims was giving cause for concern.

Health experts from NHS Grampian have been called in to advise the school on how the deal with the situation.

The summer school draws students from around the world.

It is understood that some children, described as having “important connections”, have been withdrawn by their families. Several are understood to have been flown home over the past few days.

The school attracts the kids of dignitaries from around the world, including princes and princesses from foreign royal dynasties.

Jenny Needham, director of the summer school, said: “We naturally regret that this has occurred.

“But we are confident that, through full co-operation with the authorities, we are doing everything we can, and should be doing, to ensure the impact of this development is minimised for all concerned.”

Her deputy David Maloney added: “Several students at the Gordonstoun International Summer school have been diagnosed as having the H1N1 virus.

“None of those students has been, or is, seriously unwell.

“We are now working closely with the relevant public health authorities to ensure that all appropriate measures are taken.

“The Gordonstoun schools have a pandemic flu policy and we are adhering strictly to this.

“Our pastoral care is rightly regarded as being of the highest order.”

He added: “We are extremely grateful to NHS Grampian for their most helpful support.”

Every summer, 250 boys and girls travel to Gordon-stounone of the world’s most famous boarding schools, from all over the world.

Around 7000 students from more than 60 countries have attended the courses since the summer school began in 1976.

Former Gordonstoun pupil Prince Philip does the foreword on the summer school’s website.

He described the summer school as “a splendid opportunity for boys and girls from other parts of the world to experience life in a foreign country”.

Prince Charles attended Gordonstoun in the 1960s.

Princess Anne’s children Peter and Zara also went to the school.

Polish ban on genetically modified food production judged “illegal” by EU

Poland has violated its obligation towards the EU in connection with GMO, the European Tribunal of Justice has declared in Luxembourg. Poland, which fighting to become a GMO free-zone had been in dispute with the European Commission over GMOs for years and finally passed a law banning GMO seeds on April 27, 2006.

The regulation prohibited GMO seeds trade, made it impossible to register GMO crop which in consequence blocked GMO cultivation, TVN24 reports.

Under EU regulations, EU member states do not have the power to ban, limit or hinder GMO trade if it is allowed on the European level. The Polish government adopted a policy on GMO food in November 2008. It allows cultivating GMOs only in laboratories and bans GMO trade; it also opposes cultivation of genetically modified foods.
