Primary school children should be put on the national DNA database if their behaviour suggests they will become criminals, a senior Scotland Yard expert said yesterday.
Gary Pugh, the director of forensic science and the new DNA spokesman for the Association of Chief Police Officers, called for a debate on the measures required to identify future offenders.
He said: “If we have a primary means of identifying people before they offend, then in the long term the benefits of targeting younger people are extremely large.
“We have to find who are possibly going to be the biggest threat to society.”
But critics said this was a step towards a police state that would risk stigmatising youngsters who had yet to commit a criminal act.
The details of more than 4.5 million people, including about 150,000 children under the age of 16, are held on the Government’s database, making it the largest system of its kind in the world.
Last week it emerged that the number of 10 to 18-year-olds placed on the database after being arrested will have reached about 1.5 million this time next year.
Police in England and Wales need parental consent to take a DNA sample from children under 10, the age of criminal responsibility.
Children in Scotland can be charged with an offence at eight, but police cannot take DNA if they are younger.
Julia Margo, from the Institute for Public Policy Research who wrote a recent report on the issue, agreed that it was possible to identify risk factors in children aged five to seven. But she said that placing young children on a database risked stigmatising them.
Chris Davis, of the National Primary Headteachers’ Association, said Mr Pugh’s suggestion could be viewed “as a step towards a police state.”
He added: “It is condemning them at a very young age to something they have not yet done. To label children at that stage and put them on a register is going too far.”

If this government is so concerned about reducing crime then why does it not use the methods which it’s own figures and reports have proven ACTUALLY WORK?
Like having the police target the thugs and yobs ruining decent people’s lives – longer jail sentences – more police on the street?
These are policies which have been shown, time and again, do actually work – so why doesn’t the government implement them?
Because New Labour cares NOTHING about you, your children OR your family!
All they care about is getting more and more people on their lunatic databases and they will use any excuse or lie to do so!
Right-on Albert! I visited England in the 60s and 70s and it was not crime free exactly, but a hell of a lot safer and friendlier than it is today. And there were plenty of very friendly and helpful Bobbies about keeping a respectful eye on things. And I believe people were allowed to own guns back then and there were very few murders as I recall.
Now, you see the effects of big government intrusion, the EU taking over every aspect of English activity and the results are pure chaos (managed chaos) , unbounded immigration and a radical shaking up of the society, one that is hellbound for an economic meltdown I would add.
So the “solution” is to take everybody’s freedoms away…..when government itself has caused all of these problems, not the people.

I’ve read too many articles like this from the english speaking world. Both of you guys are so right in your comments. These articles I aforementioned are ALWAYS structured the same way – it’s quite unnerving. It tells you (and of course this will all be some press release from some”experts” or something) it tells you something really ridiculous which is going to happen (like carbon taxes or CCTV in pubs or just another segment of the totalitarian tip-toe) then they tell you some COMPLETE GIBBERISH about why it needs to happen, then EVERY time some other ‘expert’ comes to represent the individual by saying ‘hang on, we’re heading for a police state if you do this’ or ‘err… why aren’t you carbon-taxing the banks or the mass industry’ – and they the soon-to-be world government [read: UN] (who is effecting all these changes worldwide eventually) passes the law/tax/installation of extra surveillance/blah blah blah anyway. There IS no democracy and there never really has been, not in terms of the creation of the standardised world-system or the one-world governENCE. In some cases, as in press release about bio-and neuro-chips, or genetic cloning, or other brain implants, they are simply TELLING a ‘public’ about what was already done in the FIFTIES! Same structure in every article.
To some people it’s no surprise when it happens and everyone just goes, ‘ah, well, it’s for our protection’ because that’s the crap we are told.
And in fact no matter what it is which is happening, it’s already been decided 3 or 4 decades ago that this is where society is going to go. The only real work is getting whole countries or continents to accept it. Lenin and Mao and their predecessors/heirs learned that doing it through the communist or socialist systems (which were designed and perfected in London where Marx wrote his ‘Kapital’) as the hard way because they were using absolute tyrrany and physical and psychic force. Very arduous. In the United States and western europe it was magnificent because using the Soviet system of demoralisation in education, it was possible to combine information to manipulate whole nations simply through propaganda and repetition and control of information! coupled with a sophisticated scientific religion based on materialism. People will be given a level of comfort and freedom, they will learn to love their servitude (it’s all around us, just have a look) and then when the boot comes down they will be weakened by never having expected it! Their view of the world will have been entirely dictated by what is given to them, and even if they spend all their time travelling, they will not notice unless they look closely that changes are being affected in all nations at the same time, in preparation for a standardised world system. Furthermore, there will be so much fragmentation in the agenda, so many separate factions, so much disinformation that the average psyche will just give up, and aquate all events to ‘coincidence’ or ‘natural progression’ or ‘evolution’. The level of deceit is simply annoying because it’s so blatantly obvious when we start to view it with our true perception.
I read great comments like yours all the time. The thing which is difficult is WHY are these things happening.
It’s nothing to to with ‘labour’ or even ‘the government’. these things are decided by the UN and the Royal Institute of International affairs (RIIA).
You’re right, PJ, it’s managed chaos – the Freemasonic term is the latin ORDO AB CHAO or something like that. classic “Hegelian” dialectical system – which was in use long before Hegel was raised and pampered into intellectual existence. The dialectic process, no matter how simple or complex is the most significant force in the human world right now. So all the major ‘terror’ attacks, the ‘global warming’ hoax, (thought up by the Club of Rome) the ‘food crisis’ (the UN has published the fact that food can be used as a weapon, it’s an old technique and doesn’t it make you ask questions when 5 agricultural businesses will soon have PATENTED all the seeds on the planet?) the ‘peak oil’ and – of course in regards to this article, CRIME (and loads of other things) are all engineered over a number of decades and assisted by profound campaigns of propaganda until it becomes systemic.
It’s so simple, it’s painful, and no-one seems to notice. Through indoctrination of course no-one even knows how our conclusions are made let alone that they are based on decades of lies which are given collective, societal, media and familial confirmation. But it takes a while to de-program and also most significantly to work through all the misinformation. Most people are reactive and the reaction is to assume that they will never be able to find out – I’ve seen it dozens of times – the majority by my experience reacts like this. In fact a main reaction is to simply deny the potentially much more real reality (by evidence instead of repetition) WITHOUT EVEN INVESTIGATING IT. That’s making a decision without studying the data. I have found this process quite unnerving because it keeps repeating itself.
This dialectical system of ‘organised chaos’ is going to go on for decades still, since it can’t be easy to bring world peace under a single government dictatorship. This is documented so you don’t have to conject about it. It’s what the UN was created for and assisted by the RIIA who has branches all around the globe – including the CFR who came up with the North American Union and the new currency the Amero which has nearly been signed into completion.
In order to understand the implications of this genre of articles like “DNA database plans for children who ‘could become criminals’”, one must look at so many seemingly disconnected subjects, especially the history of the United Nations and it’s precursor, the League of Nations. Perhaps you’d like to take a look at UNESCO (United Nations Educational, Scientific and Cultural Organisation) which was first directed by Julian Huxley, vehement eugenicist and brother of Aldous Huxley who salivated over sticking probes into human brains at the Tavistock institute. When you understand that UNESCO and indeed the international standard of education which they are now setting for the world is founded by an elite who share a particular view of population control based on eugenical idealism, everything you see on a daily basis makes more sense.
In addition there is the weather manipulation which has been going on since the seventies, electro-magnetic warfare, the chemicals in the food, the autism-causing vaccinations, the aerosol spraying of conductive metals in the sky all over the world (also known as chemtrails), the predictive programming we’ve had all our lives through fiction (novels, movies etc), the deliberate destruction of the family unit and men/women relations (there are big campaigns called ‘feminism’ and the ‘new age’ which aid in this, if you can’t believe it simply look into how these movements were funded and introduced) – and of course the educational system which has been designed to fit into the process of propaganda when we grow up. In addition is the DNA and as many other forms of surveillance the final plan being to conduct constant surveillance from birth to death before the next phase, that of trans-humanism or post-humanism, which it to implant a neurological microchip into our brains and possibly (I don’t know, this is the only area I’ve not fully investigated but seems quite probable) to introduce a new, perhaps a-sexual, type of engineered human who is bred for purpose, perhaps (yuk) combined with other animal DNA. I’m telling you this shit is real, the only question is, will they be able to change society and create such chaos for the masses to accept this level of ‘evolutionary’ change? Sadly, by looking at history, the answer is yes. So when someone reads a book on eugenics or population control and says ‘ah, it’s just one guys opinion’, or reads about the cloning of a sheep or some animal mind-control or biological experiments and says ‘well, it’s just for animals, right?’ – you can pretty much assume that everything which is ever done in a scientific experiment no matter how positive or diabolical – was intended for human development into the next stage of ‘evolution’. Of course they always use the ‘disabled’ or ‘old and infirm’ to boost these press releases about new interfaces with horrific capabilities, to get us used to the idea. Funny thing is we have no choice anyway. The articles are just to tell us what they are going to do to us. And they are looking after us, right, so we can simply accept it because it’s for our benefit, right? Reading the history of the eugenics society and who funded it, [it’s now called the Ministry of Bioethics or something, or it might as well be. Might as well call it the Ministry of Love, since they are reducing the population for the good of mankind, right?] and looking at the agenda for massive population reduction from every intellectual of the ‘New World Order’ frame of mind, you will swiftly realise that the people behind these evolutionary technologies want most of us to die, in fact CEOs of Health institutions like hospitals are there to make sure as many die as possible. They don’t give a damn about the disabled, or ‘unfit’ as they were deemed in early eugenics. OK? There have already been articles published on the production of chimeras, or human foetuses combined with other animal DNA. When is everyone going to wake up?
It’s a huge amount of information to digest but as I said, investigate it before you condemn it. I’ll tell you one thing, it’s so liberating to not have to wonder about all the rumours we hear and to be able to see with unclouded eyes. Of course you have to go down some dead ends, the misinformants, the religious freaks, the ET and other weird stuff – but eventually you use your mind for what it is there for. Critical thinking for yourself. Not systematic cultural indoctrinatoni which we have all received. Rule number one which was the first shift for me, is that these people don’t THINK like we do, we are conditioned to have a very limited view of what is possible for humanity, and what is necessary to get there. In addition we have been conditioned to leave things to the ‘experts’ and believe that there is a benevolent force taking care of the issues of the world. Well there is, but it is far from benevolent. These people, elites, secret societies, royalty, intellectuals, secret services, thousands of think tanks – those who own literally everything now, including us, have very incredible plans laid out, the big joke it that most of us will never believe it, so we aren’t going to do anything about it. You have to see something for what it really is before you can have control over it in any way. Just look into the Transhumanism movement or the Futurist society. Once we see the truth, or as close as we can get to it, it is surreal. Seeing all the significant external forces which mould culture and society (of course the internal forces are a slightly different matter but not significant in terms of where we are heading) is simply surreal.
It’s going to be a bumpy ride – the question is, will we support each other in it? Or just allow it to happen.

You can add the positivity yourself – it’s about time we stopped expecting others to make our minds and our emotions for us and face the facts of life. Or not – it is after all our ‘choice’.
